Because that's not how retailing works. Doing that would diminish the value of their 'new' stock as this could be seen as the new retail price of the item. Customers wise up and don't buy any stock unless it is at this price.
Many manufacturers use eBay as a way of getting rid of old or idle stock. Talking it down and while lowering the price is how they do it without losing face or the perceived value of their normal stock.
I'm unsure how they would get so much refubished stock - i mean, how many of these things are actually returned? They are an excellent product - and what I got was quite frankly - brand new in my eyes.
