Search for drums on eBay, and filter the results by distance from your postcode. You'll probably find a drum recycler or seller within reasonable distance. I found one near me (Midlands) using that method, and as they refurb the drums themselves I can get one that's been prepared for lining, but not had the lining added. Should save many hours of sanding.

And the drums are only £11 a pop if picked up.

Where in the country are you as the company I work for has quite a few Red Diesel steel drums that they are happy to sell them for £11 as long as you can pick them up from Stanwell more next to Heathrow.
