I did wonder about this and that was going to be my next step until Si pointed out I just need to chuck some lit coals in the CSG instead of relying on air throughput.

Got it working this morning, which is good timing as my friend is giving me a cured loin to smoke later to make some tasty bacon.
The design is a little different after some trial and error with having both input and exhaust at the top. I've got the 4mmcopper input at the bottom of the cat food can, poking about halfway into the can. On top of that are two small lit coals, on top of that oak shavings. There is a 12mm thin stainless steel exhaust at the top and the can is covered tightly with foil. Been going about half an hour, I'm going to go and check the chamber temp now, it was cool enough when i left it but the exhaust pipe was getting pretty warm.
