I don't live near Jay75 so I can't say how bad it is, depending on where he lives there could well be adjoining boundaries so the smell will be atrocious. in the past I've had to suffer by attending family & friends BBQs that have smelled as bad as Jay says added to burnt and raw food (sften on the same item).
Trust me it's pretty bad, they light up, ohh about 15ft from our back door and about 5ft from the kitchen windows! I do like the idea of gifting my old Webber chimney, ever since I got my egg I never use it any more, just get the lump going with my trusty cheapo heat gun or the mapp torch if I'm feelin brutal...
The bit about carcinogenics in BBQ fuel usually puts the wind up people these days, especially if they've got children. Plus of course using a chimney & paper is cheaper. Good luck with this as I'm sure you've found even Oust doesn't get rid of the smell.
The concept is, in order to stop Jay's neighbours from polutting the neighbourhood with foul smells is to say something along the lines of "According to reports there is a risk (as in everything it seems) that using cheap bbq lighter fluid may release carcinogenic compounds which will get into the food" The hope is that the neighbour will take this onboard and move on to the cheaper and cleaner chimney method when shown.
I have read reports in the past but can't cite them here as I can't remember where I saw them.
